Resumen

El presente documento tiene como intención determinar si la implementación de la factura electrónica en Colombia puede llegar a ser un eficiente mecanismo de control fiscal que permita disminuir los índices de evasión que tiene el país. Para lograr este objetivo se realizó un análisis a la evolución histórica del sistema tributario colombiano, con el fin de contextualizar y evidenciar las causas del fraude fiscal. Igualmente, los niveles de evasión fiscal en Colombia fueron documentados en cifras y estadísticas, comparadas con las de otros países de la región. Se analizó también cómo ésta problemática afecta a las finanzas públicas. Luego, se describió en qué consiste el nuevo desarrollo de la facturación electrónica, el cual empezó a regir a partir del año 2017. De igual forma se estudió cómo sería el impacto del modelo en el sector empresarial y en la economía del país. Así fue posible evidenciar en qué medida este nuevo proyecto favorecería a la Administración tributaria (DIAN) en su función de fiscalización. Se expuso un caso de implementación del modelo en Chile y sus resultados. Por último, se hizo detalle, además, de los principales retos que tiene la DIAN para lograr el objetivo de controlar un gran número de las transacciones económicas realizadas en el país, para optimizar el proceso fiscalizador y disminuir los índices de evasión.

The purpose of this document is to determine if the implementation of the electronic invoice in Colombia can become an efficient fiscal control mechanism that allows reducing the rates of evasion that the country has. To achieve this objective, an analysis was made of the historical evolution of the Colombian tax system, in order to contextualize and highlight the causes of tax fraud. Likewise, the levels of tax evasion in Colombia were documented in figures and statistics, compared with those of other countries in the region. It was also analyzed how this problem affects public finances. Then, what was described was the new development of electronic invoicing, which began to take effect in 2017. Likewise, the impact of the model on the business sector and the country's economy was studied. Thus it was possible to show to what extent this new project would favor the Tax Administration (DIAN) in its oversight function. A case of implementation of the model in Chile and its results was presented. Finally, details were also made of the main challenges that the DIAN has to achieve the objective of controlling a large number of the economic transactions carried out in the country, in order to optimize the oversight process and reduce evasion rates.
