Resumen
This paper analyzes the impact of the Subsidio Familiar de Vivienda (SFV) stipulated in Decrees 2190 of 2009 on the housing deficit in the 19 localities present in Bogota during a period of analysis in the years 2003, 2007, 2011 and 2014. For this purpose, a panel data econometric modeling was used, showing a positive impact of the Subsidio Familiar de Vivienda (SFV) on households in deficit, since with the construction of this variable, priority was given to areas that represent a high probability of being cataloged with a high number of families with some kind of housing shortage. In addition, the effect of housing assistance reverses the linear relationship between HD and Mitigable. On the other hand, it was found that with an increase in average income per household in the city of Bogota, the deficit tends to increase. In addition, with the implemented methodology, it was verified that the guidelines stipulated by the main legal framework in conjunction with the Adjusted Distribution Coefficient - CD2 - shape the impact that the state aids had on the mitigation of the housing reality of Bogota (given its negative correlation between HD and CD2), that with the improvement of the information flow and the expansion of communication channels (Household-State) can effectively combat the housing shortages
