Resumen

La problemática de los vendedores ambulantes en Bogotá tiene relación con su integración desde el enfoque de la coordinación económica y social. Es necesario un análisis de la estructura de las reglas del juego referente a la formación de capital social.Se hace una revisión de las reglas del juego para determinar la asociatividad y cooperación que incentivan. Es importante el análisis de estas reglas del juego en cuanto a la estructura de incentivos que promueve la formación de capital social, teniendo en cuenta la generación de un valor agregado en términos del desarrollo humano.El presente trabajo propone un análisis económico sistémico de la estructura institucional para la formación de capital social de los vendedores ambulantes a través de la interrelación entre reglas del juego, asociatividad y cooperación y su incidencia en la articulación que debe existir entre las normas y el desarrollo humano, desde las propuestas de Douglas North, Robert Putnam, Oliver Williamson, Jaime Rendón, Bruno Gandlgruber, José Luis Sampedro y Amartya Sen.El resultado de esta investigación concluye que a pesar de que las reglas del juego incentivan la asociatividad no existe coordinación económica, de igual forma no se logra la cooperación, lo que impide la coordinación social.Palabras clave: Reglas del juego, asociatividad, cooperación, desarrollo humano y capitalsocial.

The issue of pedlars in Bogota is related to integration from the approach of economic and social coordination. An analysis of the structure of the rules concerning the formation of social capital is necessary.A review of the game rules to determine the associativity and cooperation that they encourage. It is important the analysis of these rules of the game regarding the incentive structure that promotes the formation of social capital taking into account the generation of added value in terms of human development.The present work proposes a systemic economic analysis of the institutional structure for the formation of capital of street vendors through the contrast among rules of the game, associativity, cooperation and its impact on the joint that must exist between rules and development human, from the proposals by Douglas North, Robert Putnam, Oliver Williamson, Jaime Rendón, Bruno Gandlgruber, José Luis Sampedro and Amartya Sen.The result of this research concludes that although the rules encourage associativity there is no economic coordination similarly, cooperation is not achieved, which prevents social coordination.Keywords: Game Rules, associativity, cooperation, human development and social capital.
