Resumen
En el año 2012, la economía colombiana se encontraba en un contexto favorable creciendo a tasas saludables y con niveles de inversión que llegaban a máximos históricos. Aun así, en Colombia tradicionalmente han persistido altos niveles de desigualdad, informalidad y desempleo que constituyen importantes barreras al desarrollo, algunas de ellas causadas, por lo menos parcialmente, por factores asociados al sistema tributario. Por lo anterior, para el año en mención surgió la necesidad de introducir una reforma, aprobada mediante la Ley 1607 de 2012, con motivo de corregir las inequidades en la estructura del sistema tributario colombiano. Por consiguiente, se advierte la importancia de realizar una revisión profunda y detallada sobre la distribución del ingreso de los empleados formales e informales, y según el título educativo, antes y después de la Reforma Tributaria del año 2012. Así, los hallazgos demuestran que la Reforma Tributaria en mención está relacionada con los objetivos propuestos por el gobierno de combatir la desigualdad, lo anterior, justificado en que el diseño de nuevos tributos que permiten aumentar el recaudo en el impuesto sobre la renta de los empleados da cabida a que se incremente el porcentaje de las personas de ingresos altos que deban pagar sus impuestos y, por ende, se conduce a una progresividad en el impuesto.

In 2012, the Colombian economy was in a favorable context growing at healthy rates and with investment levels that reached historic highs. Even so, in Colombia there have traditionally persisted high levels of inequality, informality and unemployment that constitute important barriers to development, some of them caused, at least partially, by factors associated with the tax system. Therefore, for the year in question, the need arose to introduce a reform approved by Law 1607 of 2012, in order to correct the inequities in the structure of the Colombian tax system. Therefore, it is important to carry out a thorough and detailed review of the income distribution of formal and informal employees, and according to the educational title, before and after the Tax Reform of the year 2012. Thus, the findings show that the Tax Reform in question is related to the objectives proposed by the government to combat inequality, the foregoing, justified in that the design of new taxes that allow increasing the collection in the income tax of employees It allows for an increase in the percentage of high-income people who have to pay their taxes and, therefore, leads to progressivity in the tax.
