Fiscal descentralization and efficiency in social services at the territorial level in Colombia

Resumen

El proceso de descentralización en Colombia tiene más de veinte años. Éste se ha caracterizado por la transferencia de recursos desde el nivel central a las entidades territoriales para que cumplan con competencias en servicios básicos para el bienestar de la población. Las transferencias en Colombia han crecido desde el 1,6% como porcentaje del PIB en 1987 hasta el 5,8% como porcentaje del PIB en 2004. Dadas las dificultades económicas del país durante 1999, el sistema de transferencias se modificó y a partir del año 2001 dichos recursos no quedaron atados al crecimiento económico del país, como se había estipulado en la Constitución de 1991. Esta investigación pretende realizar un análisis cualitativo y cuantitativo, para verificar la relación presentada entre el monto de recursos transferidos a las entidades territoriales colombianas y su aplicación a los servicios sociales de educación y salud y de provisión de saneamiento básico (acueducto y alcantarillado) para el año 2005, con el fin de medir su impacto en términos de cobertura y calidad para la población colombiana. Una forma de análisis para medir la eficiencia en la gestión pública territorial consiste en aplicar la técnica conocida como Data Envelopment Analysis (DEA), la cual consiste en utilizar técnicas de programación lineal para observar, analizar y estudiar la gestión de una entidad territorial con ayuda de la teoría económica y siguiendo un enfoque temporal que considera tanto los insumos (inputs) utilizados, como los productos (outputs) obtenidos. Se encontró que si bien el proceso de descentralización fiscal otorga competencias y recursos a las entidades territoriales para proveer los servicios sociales básicos para la población, el desempeño global aún dista de mostrar los niveles de eficiencia necesarios, cuando se contrastan los insumos con los productos. Esto por problemas en la gestión, utilización de insumos u obtención de productos.

Abstract

The decentralization process in Colombia has been implemented for more than twenty years. This has been characterized by the resource transference from the central level to the territorial entities so they fulfill their competences in basic services for the population welfare. Transferences in Colombia have increased from 1.6% 1987 GDP percentage to 5.8% 2004 GDP percentage. The transference system was modified due the economic difficulties in the country in 1999, and from 2001 these resources are not tied anymore to the economic growth of the country as it was established by the 1991 Constitution. This investigation tries to carry out a qualitative and quantitative analysis, to verify the relation between the amounts of resources transferred to the territorial entities and its implementation to social services in education, health and basic services (aqueduct and sewer system) in 2005, in order to measure the impact in terms of coverage and quality for Colombian population. A way to analyze the efficiency in the public territorial management is to apply the Data Envelopment Analysis (DEA), which uses lineal programming techniques to observe, analyze and study the management of a territorial entity with the support of the economic theory and following a temporal analysis that includes both the required inputs and the obtained outputs. This research found that although the fiscal decentralization process gives functions and resources to the territorial entities in order to provide basic social services to the population, the global performance is far away to show the required efficiency levels, when comparing the inputs with the outputs. This is due to problems in management, use of inputs and obtaining outputs.
