Resumen

La presente monografía aborda el análisis de la competitividad exportadora de los productos del sector agrícola colombiano frente al comercio con la economía del Estado de Israel, a partir del estudio de la apertura económica evidenciada en Colombia que 1991 liberalizó el flujo de mercancías y de capitales y también, desde el estudio del recientemente aprobado Tratado de Libre Comercio con el Estado de Israel. El análisis se realiza a la luz del Índice de Balanza Comercial Relativa (IBCR), el Índice de Ventaja Comparativa Revelada (IVCR) y la competitividad, de tal forma que el resultado permite conocer el potencial exportador de los productos comprendidos en el sector agrícola colombiano Para considerar el IBCR y el IVCR como los índices de análisis más apropiado para el estudio propuesto, se inicia con la revisión de la evolución del comercio internacional; desde las teorías mercantilistas, pasando por los clásicos y los neoclásicos, hasta llegar finalmente a las teorías de la competitividad y en específico a los índices de competitividad que han venido desarrollando organismos multilaterales como el Foro Económico Mundial (FEM), la Comisión Económica para América Latina y el Caribe (CEPAL), el Banco Mundial (BM) y la Organización para la Cooperación y el Desarrollo Económicos (OCDE). Para la ejecución de los índices antes mencionados, se tomó como referencia el periodo 2009-2013 en el análisis de las importaciones, las exportaciones y los sectores (acorde a la clasificación de la Organización mundial del comercio (OMC)), en donde,

This paper approaches the analysis of the exporting competitiveness of the products of the agricultural Colombian sector in front off the trade with the economy of Israel's State, on the basis of the study of the economic opening demonstrated in Colombia, that 1991 liberalized the flow of goods and of the capitals and also, from the study of the recently approved Free Trade Agreedment with Israel's State. The analysis is realized in the light of the Index of Commercial Relative Scale (IBCR), the Index of Comparative Revealed Advantage (IVCR) and the competitiveness, in such a way that, the result allows to know the exporting potential of the products including in the agricultural Colombian sector. To consider the IBCR and the IVCR as the indexes of analyses most appropriate for the proposed study, it begins with the review of the evolution of the international trade; since the theories mercantilists, through for the classical and the neoclassical, to finally reach the theories of competitiveness and specific indices of competitiveness that have been developing multilateral organizations such as the World Economic Forum, The Economic Commission for Latin America and the Caribbean (ECLAC), the World Bank and the Organization for cooperation and economic development (OECD). To the development of the index mentioned above, the 2009-2013 period was taken as a reference in the analysis of imports, exports and sector (according to the World Trade Organization classification) where, even though it was not evidenced that the agricultural Colombian sector has exporting advantage or potential net exporter, the result realized the upward trend of competitive advantage to export and how it has grown over the years, predicting that with the approval of the Free Trade Agreement with Israel´s State the agricultural products will have greater potential exported.
