Resumen

El objetivo general de este proyecto actualizar el plan de gestión integral de residuos sólidos (PGIRS) para el municipio de Tunja, teniendo en cuenta el decreto 838 del 2005, el decreto 2981 del 2013, la resolución 754 del 2014 y el reglamento técnico del sector de agua potable y saneamiento básico (RAS 2000) título F 2012. Para esto se divide el proyecto en cuatro fases: la primera es la fase de diagnóstico, el cual consiste en recolectar y revisar la información necesaria para conocer la situación actual del municipio es decir, se establece la línea base del manejo y disposición actual de residuos sólidos para el municipio de Tunja; con la información recopilada se diseña el árbol de problemas y posteriormente se ejecuta la segunda fase del proyecto que consiste en la formulación de la situación que se espera obtener, para lo cual se obtuvieron objetivos y metas mediante el árbol de objetivos a partir de los resultados obtenidos en el árbol de problemas en cada uno de los programas que establece la resolución 754 de 2014 enfocados en los componentes del servicio de aseo, con esto se mejoran las actividades a desarrollar. En la tercera fase de ejecución, se realiza un análisis, comparación y selección de las alternativas a partir de la formulación de cada programa con sus proyectos y actividades que permiten cumplir con los requisitos mínimos de la norma y así poder realizar el cronograma a corto, media y largo plazo; finalmente en la cuarta fase de implementación, evaluación y seguimiento,

The overall objective of this project update the plan of integral management of solid waste (PGIRS) for the municipality of Tunja, taking into account Decree 838 of the 2005, the Decree 2981 of 2013, 2014 resolution 754 and the technical regulation of the sector of drinking water and basic sanitation (RAS 2000) F 2012 title. For this project will be divided into four phases: the first is the diagnostic phase, which involves collecting and reviewing the information necessary to know the current situation of the municipality is, is set the line base of management and current disposal of solid waste for the municipality of Tunja; the problem tree is designed with information collected and subsequently executes the second phase of the project which consists of the formulation of the situation that is expected to get, which sets objectives and goals through the tree of objectives from the results obtained in the problem tree in each of the programs which set resolution 754 2014 focusing on the components of the toilet service with this activities are set to develop.
