Resumen

Colombia es un país que se encuentra en vía de desarrollo, por tal motivo tiene proyectado invertir en infraestructura, “según cifras del DNP, los recursos proyectados para inversión hasta el año 2020 llegarían a los $ 112 billones, dentro de los cuales para el sector de vivienda, ciudad y desarrollo territorial será ($ 16.6 billones, 15% del total) ”(Clavijo, Vera y Vera, 2013). Como se puede observar, la inversión en construcción de edificaciones es significativa, esto debido al crecimiento poblacional en las ciudades del país. Por tal motivo una de las principales problemáticas se basa en el impacto ambiental que están generando estas construcciones, debido al aumento de residuos, al uso excesivo de recursos naturales y el alto consumo energético, lo cual afecta de forma directa al ser humano; por lo cual, se busca una alternativa que contribuye con el cuidado del medio ambiente y el beneficio del ser humano, al mejorar su calidad de vida. Dada esta situación, surge la idea de investigar y consolidar las políticas legales y reglamentarias para la construcción sostenible en Colombia. Con el presente trabajo de grado, se quiere recopilar la normatividad legal desde el año 1973, fecha en que se comenzó a implementar en Colombia , hasta el presente año, sobre la construcción sostenible, con el fin de brindar la información necesaria para que las empresas constructoras interesadas en desarrollar proyectos de construcción sostenible puedan adquirir esta información de manera sencilla y eficiente, para poder empezar a ejecutar este tipo de obras que contribuye con el medio ambiente y beneficien a la población en general. Para ello se contará con una fuente de información principal como lo es el Consejo Colombiano de Construcción Sostenible, (CCCS). A través de esta recopilación, se dará a conocer en que consiste la construcción sostenible, características, ventajas y como poder certificar una edificación como sostenible, mediante entidades como el ICONTEC y el MINISTERIO DE AMBIENTE, VIVIENDA Y DESARROLLO TERRITORIAL, con certificaciones como el Sello Ambiental Colombiano, el Sello Ambiental Colombiano para Edificaciones Sostenibles y la certificación de Leadership in Energy & Environmental Design (LEED) desarrollada por (US Green Building Council).

Colombia is a country that actually is in a process of develop, for this, Colombia has projected invest in infrastructure, “National department of planeation said, the resources project for the invest until 2020 year reach the $112 billion COP. Of this total the 15% is for home sector, city and territorial ($16.6 Billions COP)” the source (Clavijo, Vera &Vera, 2013) the invest in construction of buildings is high because the poblation is growing up in all cities of the country. The principal problems is the environment impact because of this constructions generate residues, high consumption of energy, excesive use of natural resources, for this problems, it´s seeking and alternative that help with the environment and benefit of the humans get better his lifes. The idea is search, invest and consolid the legal politics for ideal sustainable constructions in Colombia.With this investigation, i want to collect all the information about legal standars since begin implement this in Colombia, until this year 2016, about sustainable construction and with finally of the construction companies begin to do sustainable constructions and that help the environment and get benefit all people in general. For this investigation it´ll has aColombian committee of sustainable construction like a source.Through of this collect, it´ll show what is the fundament of sustainable construction, characteristics, advantage and how Colombia can certify sustainable constructions, through companies like INCONTEC and MINISTER OF ENVIRONMENT, HOUSING, TERRITORIAL DEVELOP, with certifications like Colombian signet environment, and Colombian signet environment for sustainable constructions and certification of Leadership in Energy & Environmental Design (LEED) develop by (US Green Building Council).
