The essential reason for the elaboration of this work is the analysis of the tax surtax of the gasoline that was created to improve the road network, and today after 18th years there is not evidence of an exploitation of this resource since the spend time of the citizen in removals remain excessive, in many cases the roads are in poor conditions or they look saturated beyond the capacity for which they were created, also an important relevant aspect is the increase in vehicles (Cars, Trucks, and Motorcycles) . They have made the average speed of Bogota lower compared to previous years, and is subjected to a city where one of the main reasons for stress is the daily transportation
