Ser ciudadano hoy en día es una de las condiciones sociales más importantes y necesarias para la vida colectiva e individual. Por ende, afirmar que la ciudadanía tiene un papel importante dentro de las prácticas escolares, es evidenciar también la necesidad de replantear la forma en que la educación aborda el ejercicio ciudadano al interior de sus aulas. Es así como el presente proyecto de investigación reconoce la necesidad de replantear la manera como la escuela vincula la formación ciudadana y favorece el pleno desarrollo de las potencialidades sociales. En este sentido, se ha tomado como eje del proyecto de investigación, la figura del consejo estudiantil en una institución educativa, puesto que se reconoce que el gobierno escolar es la representación democrática de la ciudadanía en la escuela y dentro del mismo, se establecen los conceptos sobre ser ciudadano que tienen los estudiantes, y se cuestiona la forma en que se aprende a ser ciudadano en la escuela, aprendizaje que es en muchas ocasiones más subjetivo que objetivo, y que depende del medio social en que se encuentran los sujetos. Ser ciudadano entonces, responde no solo a una serie de derechos civiles y políticos, sino sobre todo, a una forma de ser y estar en el mundo, desde la cual se actúa sobre el entorno y se define la individualidad desde un pilar colectivo
Being a citizen today is one of the most important and necessary social conditions for collective and individual life. Therefore, to say that the public has an important role in school practices, also it highlights the need to rethink the way education addresses the exercise of citizenship within their classrooms. Thus, this research project recognizes the need to rethink how school linking citizenship education and encourages the full development of the social potential, in this sense, it has been taken as the core of the research project, the figure of the student council at an educational institution, since it is recognized that school governance is the democratic representation of citizenship at school and within it, are established the concepts of citizenship that the students have got, and how you learn to be a citizen in school, learning is in many cases more subjective than objective, and that depends on the social environment in which the subjects are questioned. A citizen then responds not only to a series of civil and political rights, but above all a way of being and being in the world, from which it is acting on the environment and individuality is defined from a collective pillar
