Gestión de la política de comercio exterior en Colombia frente al ingreso de mercancías del sector textil y calzado provenientes de China

Durante los últimos 25 años, Colombia ha tenido un fuerte interés para integrarse en la economía global. Sin embargo, se ha visto afectada por importaciones provenientes de países altamente competitivos como la República popular de China, viéndose obligado a adoptar políticas proteccionistas para sus industrias. Este artículo brinda un panorama general sobre las relaciones comerciales entre China y Colombia a través de una investigación de carácter cualitativo de corte longitudinal. En virtud de lo anterior se presenta un análisis de algunas de las medidas implementadas por el gobierno colombiano para la mitigación de los efectos negativos que se generan por el aumento de las importaciones en la industria nacional, –específicamente sector textil y de calzado-, verificando la viabilidad y correcta implementación de las mismas en la política exterior colombiana. Como resultado, se encontró que las importaciones no han disminuido pese a la implementación de las medidas proteccionistas. Asimismo, se evidencia que las ventas de la industria nacional son menores que las de productos importados desde China, que los costos de producción son más bajos en el país asiático y, que el sector textil y calzado en Colombia presenta atrasos tecnológicos, indicando un muy bajo nivel de competitividad. En conclusión, se demostró la insuficiencia en el sistema normativo vigente colombiano frente a las importaciones desde China para el sector textil y de calzado. Las medidas implementadas carecen de pertinencia y factibilidad en términos reales ante las necesidades productivas y económicas que demanda la industria nacional
During the last 25 years, Colombia has had a strong interest to achieve integration in the global economy. Notwithstanding, the imports from highly competitive countries such as the People’s Republic of China have affected the country, forcing it to adopt measures to safeguard its industries. This article gives the reader an overview on trade relations between China and Colombia through a qualitative research. Under the above, A regulatory analysis of some of the measures implemented by the Colombian government to mitigate the negative effects generated by the increase in imports in the domestic industry is presented, also allowing verify the feasibility and correct implementation of these measures in the Colombian foreign policy. As a result, this article shows that the imports have not decrease despite the implementation of the measures. Likewise, the sells scale of the national industry are smaller than the sells scale of imported products, the productive costs are lower in the Asiatic country and the textile and footwear sector in Colombia has technological failures, implying a low competitive level. As a conclusion, the Colombian normative system has failures against imports from China for textile and footwear, since the measures implemented are irrelevant in real terms to the productive and economic needs demanded by the domestic industry of those sectors
