El presente trabajo se efectuó con el objetivo de evaluar la efectividad del proceso sancionatorio de multas en la Secretaria Distrital de Ambiente (SDA), autoridad promotora del desarrollo sostenible y el ambiente sano en el Distrito Capital. Para dar cumplimiento al objetivo planteado fue necesario evaluar el cumplimiento de términos en el procedimiento sancionatorio ambiental y/o el estado de recaudo de los actos administrativos sancionatorios. El monto pecuniario, el estado actual de recaudo y las sanciones ambientales más concurrentes en los últimos 10 años que fueron multados en la ciudad de Bogotá. Esta investigación se realizó con un enfoque cualitativo y cuantitativo, en la cual se utilizaron algunas herramientas de la Teoría Fundamentada según Strauss y Corbin. Al final de la investigación, el grupo de trabajo, mediante un análisis metodológico, propone un esquema de mejoramiento de los procedimientos sancionatorios ambientales de multas, recaudos y términos a partir de una evaluación que sustentó las razones que afectan la efectividad de dicho proceso en la Secretaría Distrital de Ambiente (SDA).
This project was undertaken with the objective of evaluating the effectiveness of the financial penalty by the Secretaria Distrital de Ambiente (SDA), who advocate sustainable development and healthy environment in the Capital District.
