Inundaciones y gestión del riesgo en Colombia : un análisis del comportamiento de la gestión del riesgo del estado y el rol del aseguramiento desde el 2003 al 2013

El presente documento muestra el desarrollo de una investigación que evalúa la gestión del riesgo ejercida por el Estado en desastres naturales, puntualmente en inundaciones y su impacto sobre la tendencia en la adquisición de seguros por parte de los individuos, como mecanismo de transferencia de riesgo. Para ello se planteó un análisis econométrico a través de un modelo de datos panel, estableciendo como factores observables por departamentos: la compra de seguros, el nivel de ingresos, la educación y el número de eventos ocurridos, según información tomada de la Gran Encuesta Integrada de Hogares (GEIH) y las cifras de la federación de aseguradores colombianos, (Fasecolda) entre los años 2003 a 2013.Como hallazgo principal se encontró que, para el caso colombiano, existe una relación positiva entre el nivel de ingresos y el nivel educativo con la compra de seguros a nivel departamental, y que la gestión del gobierno no es un factor determinante en la tendencia a la adquisición de seguros para protección al patrimonio contra inundaciones
This paper shows the development of research that assesses risk management exercised by the state in natural disasters, specifically in floods and their impact on the trend in the acquisition of insurance by individuals, as a mechanism of risk transfer. To do an econometric analysis it was raised through a panel data model, establishing itself as observable factors departments: purchasing insurance, income level, education and the number of events occurred, according to information taken from the Integrated Survey Household (GEIH) and figures of the federation of Colombian insurers (Fasecolda) between the years 2003-2013.The main discovery was found that, for the Colombian case, there is a positive relationship between the level of income and education level with the purchase of insurance, and government management is not a determining factor in the tendency to acquire insurance for flood protection heritage
