Tumaco cuenta con una amplia riqueza ambiental y cultural, sin embargo, la falta de apropiación de los gobiernos y de la comunidad hace que se degraden las zonas ambientales y estén expuestos a la vulnerabilidad por la falta de cobertura de los servicios básicos. Por ende, se hace fundamental que se genere el proyecto de la revitalización urbana, que conserve las características distintivas de la Isla del Morro y brinde mejora tanto física como socialmente. Se plantea por medio de tres escalas, la primera escala basada en lineamientos generales, apoyado en brindar una mejor cobertura de servicios públicos, la segunda escala se centra en identificar las zonas de recuperación, equipamientos y detalles de espacio público. Por último, el barrio Playa Arrecha, el cual se plantea con la reubicación de viviendas para el cumplimiento de la norma, muelles turísticos, comerciales y entrada y salida de pescadores del lugar, alojamiento turístico, locales con fines comerciales y estructuras en altura para el disfrute visual como el uso exclusivo de pescadores.
