Desde una perspectiva post-estructuralista se estudian los debates sobre el significado del “desarrollo” presentes en el caso de las problemáticas y controversias sobre la preservación y conservación del Parque Ecológico Distrital de Humedal (PEDH) Humedal Meandro del Say. Conforme al enfoque epistemológico elegido, se emplea la metodología del análisis narrativo de las políticas públicas de la Política de Humedales del Distrito Capital (SDA, 2006), y el Plan de Manejo Ambiental del PEDH Meandro del Say (CAR-SDA, 2015). Así, se identifican y caracterizan tanto las narrativas oficiales, como las voces de oposición (contra-narrativas) de la comunidad y otros actores involucrados. Finalmente se esboza un meta-relato que propone constituir una nueva historia mediante salidas a la controversia presente en la interacción de las entidades públicas con el PEDH Meandro del Say como sujeto de derechos ambientales. En este sentido, se concluye que la ineficacia de la política pública de humedales explica en parte el deterioro del PEDH Meandro del Say y, en consecuencia, se postulan alternativas de desarrollo sustentable súper-fuerte en torno a temas prioritarios para la humanidad como la protección del medio ambiente, la preservación y conservación de los ecosistemas de humedales como patrimonio y bien inmaterial.
From a post-structuralist standpoint debates about of the meaning of “development” presented in the case of problematic and controversies in regards of the preservation and conservation of the ecological park “Parque Ecologico DIstrital de Humedal (PEDH) Humedal Meandro del Say" are estudied.In accordance to the epistemological focus chosen, the narrative analysis methodology on the public policies of the “Politica de Humedales del Distrito Capital (SDA 2006)” is used, and the environment management plan for the PEDH Meandro del Say (CAR-SDA 2015).Thus, both the official narratives and the opposing (Contra-narratives) voices of the community and other actors involved are identified and characterized. Finally, a meta-story that proposes the constitution of a new story by means of alternatives to the controversy present within the interaction between the public entities and the PEDH Meandro del Say as a subject of environmental rights is outlined.In this respect, it is concluded that the inefficacy of wetland public policies partially explains the degradation of the PEDH Meandro del Say and as a consequence, strong alternatives of sustainable development are postulated to address priority subjects for mankind such as the environment protection, preservation and conservation of the wetlands ecosystems as heritage and immaterial good.
