Este trabajo parte de la necesidad de los entes territoriales de elaborar de forma pertinente y efectiva, el Plan Municipal de Gestión del Riesgo de Desastres (PMGRD), puede entenderse como una herramienta conceptual y metodológica mediante la cual los tomadores de decisiones puedan interpretar su territorio y elaborar el Plan municipal de gestión del riesgo. Metodológicamente el trabajo se fundamenta en la revisión de acuerdos internacionales y normas nacionales que dieron origen a la ley 1523 de 2012, evalúa los instrumentos de planificación de los municipios, analiza el PMGRD y EMRE e identifica el papel de las Instituciones en la gestión del riesgo. Colombia cuenta con una importante estructura normativa, pero no ha sido suficiente para lograr articular los diferentes instrumentos de planificación, ordenamiento y desarrollo; y a estos con las entidades públicas, privadas y sociales, además de falencias en procesos de participación, capacidad técnica y financiera, lo que se ve reflejado en los consecutivos desastres y miles de afectados. Es en este momento donde investigar la Gestión del Riesgo de Desastres GRD, cobra verdadero sentido y pueden verse los beneficios de establecer protocolos de gestión pertinentes en la administración municipal, mejorando la aplicación del marco legal, articulando las instituciones públicas, privadas y sociales y optimizando los procesos de gestión integral del riesgo de desastres e incorporarlos en el PMGRD. investigar la gestión del riesgo de desastres, contribuye en la reducción de los factores de riesgo y prepara a los municipios para iniciar respuestas inmediatas en momentos de catástrofe
This work is based on the need of territorial entities to develop in a pertinent and effective way, the Municipal Plan for Disaster Risk Management (PMGRD), can be understood as a conceptual and methodological tool through which decision makers can interpret their territory and prepare the municipal risk management plan. Methodologically, the work is based on the review of international agreements and national regulations that gave rise to Law 1523 of 2012, evaluates the planning instruments of the municipalities, analyzes the PMGRD and EMRE and identifies the role of the Institutions in risk management. Colombia has an important regulatory structure, but it has not been enough to articulate the different instruments of planning, ordering and development; and to these with public, private and social entities, in addition to shortcomings in participation processes, technical and financial capacity, which will be reflected in the consecutive disasters and thousands of people affected. It is at this time where investigating DRM makes real sense and the benefits of establishing relevant management protocols in the municipal administration can be seen, improving the application of the legal framework, articulating public, private and social institutions and improving the integral management processes of the disaster risk and incorporate them into the PMGRD. researching disaster risk management, contributes to the reduction of risk factors and prepares municipalities to initiate immediate responses in times of catastrophe
