Resumen

El objetivo de esta monografía es analizar bajo la óptica del neoinstitucionalismo, las medidas políticas y económicas tomadas por el gobierno japonés para contrarrestar las consecuencias de las crisis de 1989 y de 2008 en términos de deflación, déficit fiscal y deuda pública. En este sentido la investigación se enfoca en responder ¿Cuáles han sido los resultados de los Abenomics en Japón bajo elementos de la teoría neoinstitucional, en el período de gobierno de Shinzo Abe 2012-2015? Según la pregunta, la hipótesis que se demostró fue la propuesta liderada por Shinzo Abe denominada Abenomics con sus tres medidas: política fiscal, política monetaria y reformas estructurales, la cual ha revitalizado la economía a corto plazo, sin embargo, se evidencia la necesidad de una restructuración más profunda de las instituciones a largo plazo para resolver la crisis económica. Para responder a la pregunta de investigación la metodología que se aplicó fue la cualitativa bajo las técnicas de investigación descriptiva, documental y de análisis de coyuntura. La estrategia de recolección de los resultados fue mediante fuentes primarias y secundarias. Toda la información recopilada, proporcionó los parámetros necesarios para la ejecución de un análisis enfocado en el manejo de políticas internas en Japón y sus consecuencias actuales. Bajo el análisis del neoinstitucionalismo, el informe de este estudio muestra que es necesario entender los cambios de andamiaje institucional del Estado japonés, diseñado para superar los problemas económicos y responder a los desafíos del sistema internacional.

The objective of this monograph is to analyze under the perspective of the neoinstitutionalism, the political and economic measures taken by the Japanese government to counteract the consequences of the crises of 1989 and 2008 in terms of deflation, fiscal deficit and public debt. In this sense, the research focuses on the results of answering what have been the results of Abenomics under the theory of the neoinstitutionalism in Japan in the period of Shinzo’s Abe government 2012-2015? According to the question, the hypothesis demonstrated was the proposal led by Shinzo Abe called Abenomics with its three measures: fiscal policy, monetary policy and structural reforms, which have revitalized the economy in the short term, however it is evident that a deeper restructuring of institutions is necessary, to resolve the economic crisis in the long term. To answer the research question, the methodology used was qualitative under the descriptive research, documentary and short-term analysis. The strategy of recolection of the results was done through primary and secondary sources. All the information collected, provides the necessary parameters for the implementation of an investigation focused on internal policies in Japan and its current impact analysis. The contribution of this study, under the analysis of the neo-institutionalism, shows that is necessary to understand the institutional structure changes of the Japanese government, designed to overcome its economic crisis and respond to the challenges of the international system. These institutional reforms represent on the one hand progress in the institutional knowledge and on the other hand a meaningful lesson for all countries of the world with domestic and economic crisis, because if they are successful, the Abenomics can be a model to stabilize the macroeconomic dimensions of these states
