Resumen

Durante el periodo definido como Guerra Fría se presentó un escenario oportuno para la redefinición de la concepción de seguridad nacional, convirtiéndola en lo que hoy se conoce como Doctrina de Seguridad Nacional. Dicha doctrina se gesta en Estados Unidos, pero se circunscribe en América Latina, bajo unos parámetros donde las fuerzas militares ocupan el lugar del Estado. Frente a ello, el caso de estudio se centra en el periodo de 1973 a 1990 en Chile, época en el cual se dio un régimen dictatorial. De acuerdo a lo anterior la presente investigación se pregunta cómo se concibió la noción de Seguridad Nacional en Chile durante la dictadura de Pinochet, teniendo en cuenta los principios democráticos de la DSN por parte de Estados Unidos. Por ello, se busca corroborar la siguiente hipótesis, la DSN promulgada por Estados Unidos bajo “principios democráticos” se concibió como una herramienta de legitimación para el establecimiento de la dictadura en Chile basado en un sistema de seguridad represivo, lo cual abrió paso a la creación de nuevos organismos y estatutos enmarcados en contrarrestar los principios arraigados al comunismo. Para ello se propone un estudio con un enfoque analítico cualitativo, en donde se busca examinar la información pertinente para el desarrollo del trabajo

During the period defined as Cold War, an opportune scenario was presented for the redefinition of the conception of national security, converting it into what is now known as the National Security Doctrine. This doctrine is developed in the United States, but is circumscribed in Latin America, under some parameters where the military forces take the place of the State. Faced with this, the case study focuses on the period from 1973 to 1990 in Chile, at which time there was a dictatorial regime. According to the above, the present investigation asks how the notion of National Security was conceived in Chile during the Pinochet dictatorship, taking into account the democratic principles of the DSN by the United States. Therefore, we seek to corroborate the following hypothesis, the DSN promulgated by the United States under "democratic principles" was conceived as a legitimating tool for the establishment of the dictatorship in Chile based on a repressive security system, which opened the way for the creation. Of new bodies and statutes framed in counteracting the principles rooted in communism. For this purpose, a study with a qualitative analytical approach is proposed, which seeks to examine the relevant information for the development of the work
