Resumen
Esta investigación busca comprender la problemática generada por la crisis migratoria venezolana dentro de Colombia, específicamente en Bogotá, como una oportunidad hacia un espacio intercultural y cómo este fenómeno incide en la toma de decisiones del Estado Colombiano y su respuesta para generar este espacio, como lo ha venido realizando el Estado de Chile dentro de sus entidades en materia de políticas migratorias. En primer lugar, se pretende relacionar la agenda de política exterior colombiana en materia migratoria con el actual fenómeno de migración venezolano, desarrollando un análisis desde la disciplina de las relaciones internacionales dentro del marco de una contextualización histórica internacional sobre migraciones en Europa y América Latina, y, por último, el fenómeno de migración venezolana en Bogotá. A continuación, se realizará un estudio comparado entre las iniciativas en Colombia, los programas interculturales en Chile y la política migratoria colombiana con el objetivo de visibilizar esos espacios de interculturalidad que han sido promovidos por organizaciones gubernamentales y no gubernamentales e iniciativas ciudadanas, las cuales están desarrollando un espacio de interculturalidad; concepto que será fundamental para el análisis de nuestro proyecto. Por último, se evidenciará la importancia de propiciar un espacio intercultural en la interacción y comportamiento que configuran la cultura venezolana asentada en la capital bogotana y la colombiana, realizando un análisis del diagnóstico obtenido en el estudio comparado, para de esta manera, recomendar sobre ciertos términos y promover estrategias que el Estado colombiano pueda aplicar con el fin de promover un intercambio cultural dentro del país.

This research aims to understand the problem generated by the venezuelan migration crisis within Colombia, specifically in Bogotá as an opportunity towards an intercultural space and how this phenomenon affects the decision-making of the colombian State and its response to generate this space, as it has been carrying out in Chile within its entities in migration policies. First, it is intended to relate the colombian foreign policy agenda on migration with the current phenomenon of venezuelan migration, developing an analysis from the discipline of International Relations within the framework of an international historical contextualization on migration in Europe and Latin America, and, finally, the phenomenon of venezuelan migration in Bogotá. Secondly, a comparative study will be carried out between the initiatives in Colombia, the intercultural programs in Chile and the colombian migration policy with the objective of making visible those intercultural spaces that have been promoted by governmental and nongovernmental organizations and citizen initiatives, which are developing a space of interculturality; concept that will be fundamental for the analysis of our project. Finally, the importance of promoting an intercultural space in the interaction and behavior that shape the venezuelan culture settled in Bogota and the colombian people, this will be evidenced, performing an analysis of the diagnosis obtained in the comparative study, in order to recommend certain terms and promote strategies that the Colombian State can apply in order to promote a cultural exchange within the country.
