Resumen

La primavera árabe consiguió para Libia el desarrollo de una guerra civil que colapsó al país. Esta situación desencadenó la intervención de entidades internacionales como la Organización de Naciones Unidas (ONU), que buscaban velar por la protección de los Derechos Humanos (DDHH) de los civiles inmersos en la guerra, sin embargo, con la aplicación de la doctrina de la Responsabilidad de Proteger (R2P), y la intervención militar realizada por la Organización del Tratado del Atlántico Norte (OTAN), no se cumplieron con tales objetivos. La importancia de la investigación radica en la necesidad de comprender acontecimientos internacionales que involucran diversos organismos del sistema internacional ante situaciones críticas como la violación masiva de los DDHH. Para el desarrollo de la investigación se realizará un estudio de caso con una investigación analítica cualitativa, a través del análisis de contenido y documental de fuentes de información primaria y principalmente secundaria. La hipótesis principal es que la aplicación de la doctrina si legitimó el uso de la fuerza dado que los miembros de la OTAN no tienen sólo intereses humanitarios, sino económicos y políticos.

The Arab spring brought to Libya the development of a civil war that collapsed the country. This situation triggered the intervention of international entities such as the United Nations (UN), which sought to ensure the protection of human rights of civilians immersed in the war, however, with the application of the doctrine of the Responsibility to Protect (R2P), and the military intervention by the North Atlantic Treaty Organization (NATO), these objectives were not met. The importance of the research lies in the need to understand international events involving various agencies of the international system in the face of critical situations such as the massive violation of human rights. A case study will be carried out with qualitative analytical research, through the content and documentary analysis of primary and mainly secondary information sources. The main hypothesis is that the application of the doctrine legitimized the use of force since active NATO members had not only humanitarian interests but also economic and political ones.
