A perpspective on the basic attention plan (BAP)
Resumen
El Plan de Atención Básica, como estrategia para mejorar la calidad de vida de la colectividad, debe ser formulado por el ente territorial correspondiente, departamental, municipal o distrital; el cual debe ser complementa con acciones de otros planes y sectores. Este plan debe modular acciones de todos los sectores y fuerzas de la sociedad, hacia la formulación y desarrollo de políticas saludables, la creación de ambientes propicios para la salud en las dimensiones físicas y sociales, el desarrollo de habilidades personales y colectivas para la protección y fomento de la salud y el redimensionamiento de los servicios de salud hacia la prevención de la enfermedad y la protección de la salud. Las acciones del Plan de Atención Básica, siempre son acciones hacia la colectividad, que no hacen referencia a las acciones individuales de promoción y prevención que deben realizar las Empresas Promotoras de Salud y las Administradoras del Régimen Subsidiado.

Abstract
The Basic Attention Plan (BAP), as a strategy to improve the quality of life of the collective, should be formulated by the corresponding departmental, municipal, or district territorial entities and should be complementary with actions of other plans and sectors. This plan should modulate the actions of all the sectors and forces of the society towards: the formulation and development of health policies, the creation of favorable atmospheres of health, the development of personal and collective abilities for the protection and development of health and the rerouting of health services toward the prevention of the illness. The actions of the BAP are always directed towards the collective and don’t make reference to individual actions for the promotion and prevention of health that should be carried out by companies and the Administrators of the Subsidized Régime.
