Resumen

La ley para las Zonas de Interés para el Desarrollo Rural, Económico y Social (Zidres) se crea como una estrategia para el desarrollo económico y rural en las zonas aisladas y poco habitadas del país a través de asociaciones incentivadas por el Estado entre empresarios y pobladores rurales, en ese orden de ideas, se evidencia que la ley no es clara en el tipo de desarrollo que propone y su enfoque va encaminado al empresario como motor del crecimiento y desarrollo rural, relegando a un segundo plano a los pobladores rurales y sus saberes.

A partir de lo anterior, esta ley se consolida como una interpretación tecnicista y economicista de desarrollo promovida desde el Estado colombiano para la mejorar la calidad de vida de los pobladores rurales.

The law for the Zones of Interest for Rural, Economic and Social Development (Zidres) was created as a strategy for economic and rural development in isolated and sparsely inhabited areas of the country through associations encouraged by the State between businessmen and rural inhabitants, in that order of ideas, it is evident that the law is not clear in the type of development it proposes and its focus is directed to the businessman as the engine of growth and rural development, relegating to a second place the rural inhabitants and their knowledge. Based on the above, this law is consolidated as a technical and economicist interpretation of development promoted by the Colombian State to improve the quality of life of rural dwellers. Thus, we seek to interpret the discourse of rural development immersed in the Zidres law from the concepts of the new reflexive rurality through the Critical Discourse Analysis (CDA), revealing that the Zidres law proposes a new discourse of rural governance in those areas where the State is absent. Based on the above, it is proposed to reconceptualize the concept of development from perspectives that take into account the production of the commons.
