Resumen
The following work is a study through which i seek to understand the challenges that Germany has faced in the planning process over time, specifically in its most important stages and which have been the key to generating policies, strategies and instruments for urban intervention at different scales, especially at the regional level, creating a more balanced and cooperative territory. This analysis was carried out through the regional scale and he studies of the two most important regions of the country. In order to understand those projects that have allowed the regional consolidation and that can serve as a reference to the colombian case. The result is that the key to these processes has been integration through administrative organization, territorial independence, economic cooperation and functional relations.
