Implementation of the Hazard Analysis and Critical Control Points (HACCP) System in Plants for Processing and Post Processing of Poultry in Colombia

Resumen

La inocuidad como garantía para el consumidor de que un alimento al ser ingerido no le va a causar daño desde que se respete el uso previsto es el objetivo del sistema de análisis de peligros y puntos críticos de control (HACCP, por su sigla en inglés). Este sistema establece las directrices internacionales y nacionales, para regular y favorecer el comercio de productos alimenticios entre naciones. El IS0 22000 adopta el HACCP para garantizar la inocuidad. En Colombia el código sanitario se establece bajo la Ley 9 de 1979 y a partir de esta fecha varios decretos y resoluciones lo han reglamentado. El Decreto 3075 de 1997 del Ministerio de Salud sugiere utilizar este sistema, y específicamente el Decreto 60 del 2002 del Ministerio de Salud establece las pautas para su aplicación. En este artículo se aborda el empleo del HACCP en plantas de beneficio y posproceso de aves en el país, a partir de la consideración que la Resolución 242 del 2013 del Ministerio de Salud y de la Protección Social establece la obligatoriedad de la aplicación del sistema para estos establecimientos.

Abstract

The purpose of the hazard analysis and critical control points (HACCP, for its initials in English) system is innocuousness as a guarantee for consumers that food to be ingested is not going to cause harm, provided that the intended use is respected. This system establishes the national and international guidelines to regulate and promote food trade between nations. IS0 22000 adopts the HACCP to guarantee innocuousness. The Health Code in Colombia is established under Act 9 of 1979, and several decrees and resolutions have regulated it since then. Decree 3075 of 1997 by the Ministry of Health suggests using this system and, specifically, Decree 60 of 2002 by the Ministry of Health establishes guidelines for its implementation. This paper addresses the use of HACCP in plants for processing and post processing poultry in the country, based on the fact that Resolution 242 of 2013 by the Ministry of Health and Social Protection mandates the implementation of the system for these establishments.
