Historical evolution of the concepts of public library, library system and library policy
Resumen
Este artículo hace una aproximación histórica a las definiciones de biblioteca, biblioteca pública, sistema de bibliotecas y política bibliotecaria, analizando la diversidad de significados de estos conceptos y la evolución de los mismos desde el siglo XVIII hasta la actualidad. Se ejemplifica con la situación española que aporta el marco para comprender la plasmación social de la realidad de las colecciones bibliográficas de titularidad pública. Se concluye con la necesidad de entender los conceptos analizados en el contexto socio-histórico en que se originan, se aplican y evolucionan; así como de tomar en consideración un marco de estudio más amplio dentro de las investigaciones en historia social de la cultura escrita

Abstract
This paper takes a historical approach to the definitions of library, public library, library system, and library policy, analyzing different meanings for these concepts and their evolution from the 18th Century to the present. It also presents some examples of the Spanish situation which contributes with a framework to understand the social manifestation of the situation of publicly owned book collections. It concludes with the need to understand the concepts analyzed within the socio-historical context in which they are originated, applied and evolved, as well as the need to take into account a broader framework of study within social history research of written culture
