Resumen
El Índice de escasez (Ie) es uno de los componentes de la ecuación para la determinación de la TASA POR USO DE AGUA (TUA). Esta tasa se aplica en las aguas superficiales y en las aguas subterráneas con el fin de reconocer un recaudo por la explotación del recurso. El propósito de esta investigación es determinar, de manera práctica, la validez de la aplicación de este valor de Índice de escasez de aguas subterráneas. En las aguas superficiales el Índice de escasez está determinado y aplicado de manera experimental y de manera teórica. El fin general en este artículo es analizar la validez de la metodología para el cálculo del valor de Ie, y a su vez saber que tan representativo puede ser en la TUA. Con el cobro de la TUA el estado busca adquirir recursos económicos que puedan brindar una renovación del recurso hídrico subterráneo; garantizar que este recurso no se vea explotado de manera excesiva provocando un agotamiento a largo plazo, y garantizar programas de reinversión en el mismo. Dentro de la metodología del Ie se plantean dos grandes factores determinantes: el Caudal Captado y el Caudal Explotable, en donde el primero está determinado por el consumo del recurso hídrico en la zona de estudio y el segundo lo determina la recarga existente en la misma zona. De estos antecedentes preliminares es necesario llevar a cabo un estudio detallado de la metodología del Ie en campo y de esta manera determinar la validez de dicha metodología propuesta por el Ie

Abstract
The Scarcity Index (Ie) is one of the components of the equation to determine the WATER USE RATE (TUA). This rate is applied in superficial waters and in underground waters in order to recognize a tax for the exploitation of the resource. The purpose of this investigation is to determine, in practical way, the validity of the application of the underground waters Ie. In the superficial waters the Ie is determined and applied in an experimental and theoretical way. The main purpose of this article is to analyze the validity of the methodology to calculate the value of Ie, and also to know how representative it might be in the TUA. With the collection of the TUA tax, the State intends to have economic resources to renew the underground water resource; to guarantee that this resource is not exploited in an excessive way causing long term exhaustion, and at the same time, to guarantee reinvestment programs. Inside the Ie methodology, there are two determining factors: the Captured Flow and the Exploitable Flow, where the first one is determined by the consumption of the resource in the studied area, and the second one determines the existent recharge in the same area.
