Social investigation participative in observatories of Childhood and Gamily
Resumen
El artículo presenta la visión de las autoras sobre la estrategia de los Observatorios de Infancia y Familia OIF promovidos desde el Instituto Colombiano de Bienestar Familiar ICBF, a partir del aprendizaje obtenido en la consultoría y asistencia técnica para los procesos de investigación social participativa en municipios del país, a través de los OIF, durante tres vigencias, 2005-2006-2007. Se busca visibilizar la experiencia de investigación en los OIF del ICBF, como una estrategia innovadora de Investigación Social Participativa en búsqueda de la transformación social promovida desde ICBF, institución de carácter nacional, garante del Bienestar de la familia, la niñez y la juventud. La estrategia OIF reconoce la necesidad de potenciar procesos amplios de análisis y reflexión frente a la situación de la familia y construcción de una cultura de los derechos de la infancia y la familia, asunto que debe convocar a la sociedad civil y a todas las instituciones que conforman el SNBF. Por ello el OIF es incluyente y adopta como enfoque, la Investigación Social Participativa. Se describen los principios orientadores de la estrategia, los objetivos en sus frentes relacionados con el conocimiento de la realidad social; la cualificación del Servicio Público de Bienestar Familiar y la evaluación de impacto. Los OIF en el ICBF inician en el año 2001; hasta hoy se han venido fortaleciendo y profundizando en problemáticas locales, a partir de iniciativas promovidas por servidores públicos del ICBF, teniendo como producto más visible, los resultados de 145 informes de investigación, con diversidad temática que da cuenta de contenido e intencionalidades que subyacen en las investigaciones

Abstract
The article presents a vision from the authors on the strategy of the Observatories of Childhood and Family OIF promoted from the Colombian Institute of Family Well-being ICBF, starting from the learning obtained in the consultancy and technical attendance for the processes of investigation social participative in municipalities of the country, through the Observatories of Childhood and Family, during 2005-2006-2007. Show the investigation experience is looked for that is carried out in the OIF of the ICBF, like an innovative strategy of Social Investigation Participative in search of the social transformation promoted from ICBF, institution of national character, guarantor of the Well-being of the family, the childhood and the youth. The strategy OIF recognizes the necessity of potenciar wide processes of analysis and reflection in front of the situation of the family and construction a culture of the rights of the childhood and the family, matter that should summon to the civil society and all the institutions that the national System of Well familiar Beign SNBF conforms. For it the OIF is incluyente and adopts like focus, the Social Investigation Participative. The principles of the strategy are described, the objectives in their fronts related with the knowledge of the social reality; the qualification of the Public Service of Family Well-being and the impact evaluation. The OIF in the ICBF began in 2001; until today one has come strengthening and deepening in local problems, starting from the initiatives promoted by those and the public servants of the ICBF, having as more visible product the results of 145 research reports, with thematic diversity that gives content bill and premeditations that underlie in the investigations, to those that one will be able to consent and to consult in the page Web of the ICBF: http://www.bienestarfamiliar.gov.co
