Heritage Endures. An Unscientific Experience with the House Bequeathed by the Urisarri

Resumen

Este artículo hace una reflexión sobre lo frágil que es el patrimonio inmueble. Seis inmuebles de interés cultural son escogidos como población útil y un caso muestra: la casa en predios de Carlos Joaquín Urisarri, un habitante de la Colonia en el centro histórico de Bogotá, una construcción simple en adobe que pertenece al Ministerio de Cultura y el Instituto Caro y Cuervo, que se encontraba en ruinas, debido a la lógica en las políticas de las entidades que tienen a cargo velar por la preservación del patrimonio. Esto ha hecho que su uso esté patinando en el tiempo. Tres estamentos tienen como propósito contribuir con una buena formulación, ejecución y seguimiento en proyectos a realizarse en el centro histórico de Bogotá, pero generan procesos para realizar un trámite con firmas y sellos con una duración de entre uno y tres años. Mientras tanto, esta construcción —como otras en la ciudad y en el país— está en espera o entra en ruina y tiene que reiniciar de nuevo los procesos porque no supera uno de los pasos, no consigue los recursos o ha tenido que devolver el dinero por no ejecutarlo a tiempo. Afortunadamente, se han tomado medidas correctivas y se iniciará su proyecto de restablecimiento.

Abstract

This article is a reflection on the fragility heritage sites. Six buildings of cultural interest were chosen as a useful population in an example case: the property of Carlos Joaquín Urisarri, a resident of the Colony in the historic center of Bogotá, a simple construction of adobe belonging to the Ministry of Culture and the Caro and Cuervo Institute, which was found in ruins, due to the logic of policies of the entities that are in charge of preserving this heritage. This has made its use slip in time. Three estates have proposed to contribute to the design, execution and monitoring of projects to take place in the historical center of Bogotá, but generating a processes to complete a procedure with signatures and seals with a duration between one to three years. In the meantime, this construction —like others in the city and the country— is on hold or in ruin and has to restart the process once again because it has not completed one of the steps, it has not acquired the resources or has had to return the money because it has not executed the project as planned. Fortunately, we have taken corrective measures and the restoration project will begin.
