The Center of Economic and Social Development: Urban Innovation Project for Requalification of the Habitat

Resumen

Pensar el hábitat popular sugiere entender las relaciones de las personas con su contexto, con el territorio habitado, los procesos de asentamiento que consolidaron barrios y que, de alguna forma, quedaron marginados de la ciudad. ¿Pero marginados de qué?, ¿de las formas de vida?, ¿de oportunidades de desarrollo? Las respuestas nos llevan a repensar el hábitat, a conocer las comunidades y todo su contexto, a entender cuál es el objetivo y cuáles son los medios para encontrar una ruta que contribuya a los procesos de desarrollo humano, que vayan más allá de lo espacial y territorial, que elogien la idea del diálogo y la colaboración entre las distintas profesiones y actividades, para lograr intervenciones integrales que subsanen y promuevan el desarrollo de las comunidades en todos sus ámbitos. Y esto nos remonta a pensar en la posibilidad de crear una Producción Social del Hábitat, que se basa en procesos de creación de espacios habitables, como viviendas productivas y equipamientos colectivos, hechos bajo el control de autoproductores, agentes sociales, empresas e instituciones, que implican un alto nivel organizativo. Para esto, se necesitan un programa detallado y personas que trabajen juntas como equipo.

Abstract

Thinking about people’s habitats suggests understanding the relationships between people and their context, the territory they inhabit, the settlement processes that eventually become neighborhoods and that they were somehow marginalized from the city. But, marginalized from what? From different ways of life? From development opportunities? The answers allow us to rethink habitats, to get to know communities and their context, to understand the goal and means which contribute to the processes of human development that go farther than space and time, to praise the idea of dialogue and collaboration between different professions and activities, to achieve comprehensive interventions to remedy and promote community development in all areas. This takes us back to thinking about the possibility of creating a social production of habitats, which is based on processes of creating habitable spaces such as productive housing and communal facilities, made under the control of self-producing, social agents, companies and institutions, which implicate a high level of organization. For this it is necessary to have a comprehensive program and people working together as a team.
