Social Assets, Vulnerability and Opportunity Structure. Contributions to the Study of Habitat

Resumen

Este artículo recupera aportes del enfoque de vulnerabilidad social (EVS) en el contexto del análisis de los estudios de pobreza y los desarrollos posteriores a este, donde la relación entre activos, la vulnerabilidad y la estructura de oportunidades se presenta como un campo de análisis en el que se visibiliza la complejidad de los factores que confluyen en los estudios alrededor de las condiciones de vida de los sujetos, los riesgos sociales y ambientales a los cuales están expuestos los recursos disponibles para superarlos o maniobrarlos y la capacidad de movilizarlos frente a la estructura de oportunidades que se desencadenan desde diversos lugares, y que en ocasiones son impulsados, contenidos o difundidos por el Estado y el mercado. Dentro de este marco conceptual, la categoría de hábitat tiene un lugar prioritario al tratarse de un campo de interrelaciones entre seres humanos y sociedad, donde se concretan las formas de vivir y en el que estas condiciones de vida son reproducidas, sostenidas o transformadas; en este sentido, se hace especial énfasis en los aportes que el enfoque de activos, vulnerabilidad y estructura de oportunidad (AVEO) puede tributar a los estudios del hábitat y la relevancia de esta categoría para los análisis de pobreza.

Abstract

This article revives contributions from the social vulnerability approach (SVA) in the context of the analysis of poverty studies and subsequent developments, where the relationship between assets, vulnerability and opportunity structure is presented as a field of analysis that reveals the complexity of factors that converge in studies about the living conditions of the subjects, the social and environmental risks to which available resources are exposed, in order to overcome or handle them and the ability to mobilize them against the structure of opportunities that are triggered from different places, and are occasionally driven, held or disseminated by the Government and the market. Within this conceptual framework, the category of habitat is a priority, as it is a field of interactions between humans and society, where forms of life are realized and where these life conditions are reproduced, sustained or transformed; in this respect, special emphasis is made on the contributions that the assets, vulnerability and opportunity structure (AVOS) approach may mean to studies of habitat and the importance of this category for poverty analysis.
