Resumen
Esta investigación exploratoria- descriptiva, interpreta las percepciones que tienen los habitantes, representantes de instituciones y transeúntes de la zona de confluencia: barrios La Merced, San Martín y San Diego en Bogotá frente a la relación entre sí y con el entorno: se reconstruye el pasado, presente y futuro de la zona desde las transformaciones físicas que se han presentado continuamente en el sector teniendo como referente el Plan Centro y se hace un abordaje a las problemáticas de la zona como son la inseguridad, la falta de participación y el deterioro ambiental, lo anterior desde un enfoque interpretativo hermenéutico aportando a la línea de investigación de Derechos Humanos y Fortalecimiento Democrático en Trabajo Social, en la Universidad de la Salle en Bogotá, Colombia.

This investigation explorative – descriptive, interprets the perception that the habitants, institutional representatives and passers have in the confluence zone: neighborhoods of La Merced, San Martín and San Diego in Bogotá in front of the relation between each other and with the environment: it reconstruct the past, the present and the future of the zone from the physical transformation that has been occurring continuously in the sector, having as a referent the downtown plan and an approach to the problematic of the zone as the insecurity, the absence of participation and environmental deterioration, from an interpretative hermeneutic focus, providing knowledge to the investigation line of human rights and democratic strengthening in social work, at La Salle University of Bogotá, Colombia.
