Resumen
La afiliación a la seguridad social es un derecho constitucional que garantiza a los individuos bienestar, calidad de vida para sí mismos y para su entorno familiar; además de ser un servicio público basado en los principios de eficiencia, universalidad, solidaridad, integralidad, unidad y participación los cuales el Estado está en la obligación de proteger. A partir del análisis del decreto 1047 de 2014, "Por el cual se establecen normas para asegurar la afiliación al Sistema Integral de Seguridad Social de los conductores del servicio público de transporte terrestre automotor individual de pasajeros en vehículos taxi”, se desarrolla este artículo de reflexión que pretende responder a la pregunta ¿Quién está obligado a realizar la afiliación y pago de la seguridad social de conductores de taxi en Colombia? Interrogante que ha suscitado controversia nacional

Affiliation to social security is a constitutional right that guarantees wellness and quality of life to the individuals and their family environment; it is also a public service based on some principles of efficiency, universality, solidarity, integrity, unity and participation which the state is under the obligation to protect. From the analysis of the Legislative Decree 1047 of 2014, “By which norms are established in order to ensure the affiliation to the Integral Social Security System of land individual-passenger automotive transport public service drivers in taxi vehicles,” this reflection article is developed trying to answer the question Who is compelled to make the affiliation and the payment of the Colombian taxi drivers Social Security? Question that has aroused national controversy
