Resumen
La presente investigación tiene como objeto entender el comportamiento del mercado de tabaco y el efecto de las políticas de regulación de su consumo a cargo del Estado con fines de mitigar su impacto en términos de calidad de vida de la población. A partir de un modelo econométrico basado en MCO y la prueba de Chow para determinar si hubo un cambio estructural con la entrada en vigencia de la Ley 1335 de 2009 en el periodo 2004-2014 se encontró que, no hubo cambio estuctural alguno ni durante 2009 ni posterior a ese año. Los resultados de la regresión apuntan a que los consumidores sustituyeron el consumo por unidad de cigarrillo a unidades de cajetillas de 10 ó 20 cigarrillos. Otro resultado importante es que ante aumento de precio de cigarrillos, los consumidores si reaccionan demandando menos de ese producto

This research aims to understand the behavior of snuff market and the effect of regulating State´s policies for the purpose of mitigating its impact in terms of quality of life of the population. From an econometric model based on MCO and Chow test to determine whether there was a structural change with the entry of Law 1335 of 2009 in the period 2000-2014, it was found that there was not any estuctural change neither in 2009 and after that year. The regression results suggest that consumers replaced their consumption per unit of cigarette for packs units by 10 or 20 cigarettes. Another important result is that there is an increase in the price of cigarettes, the consumers will demand less of that product
