Resumen
Las propuestas de política pública, enfocadas en estimular el desarrollo y lacompetitividad, son vitales para la modernización y el aumento de la producción de losSistemas Productivos Locales (SPL), y su participación tanto en el crecimiento como enel desarrollo local. Actualmente se carece de diseño e implementación de políticaspúblicas verticales, lo que acarrea detrimento del presupuesto distrital. Esta situación sepresenta por la aplicación de políticas basadas en teorías neoliberales, que rezagan laimportancia de comprender al territorio por su configuración como foco de desarrollo,por tanto, se le está restando importancia a la identificación de los actores locales decada aglomeración productiva, y la importancia de la asociatividad entre ellos, para eldesarrollo local. Las Políticas públicas verticales sirven para desarrollar proyectos queproporcionen resultados óptimos en corto tiempo, obligando a identificar nuevasopciones o errores que evidencien las diferentes cadenas productivas. Con el fin deindagar sobre la importancia de una política pública bien dirigida, se hará lacaracterización del Barrio El Restrepo identificando su sistema de producción ydesarrollo local, reconociendo sus fortalezas y su nivel de asociatividad en el periodo dealcaldía de Gustavo Petro en la ciudad de Bogotá D.C

Public Politics Proposals focus on stimulate the development and competition. Theseare vital for the modern era and the growth of the Local Productive Systems (LPS) asfor the participation in to the local growth and development. Currently, there’s a lack ofdesign and implemetation of Public Vertical Politics and as a consequence, it affects thelocal budget.This local budget affection, is a results of neoliberal based politics enforcement thatleave the importance of taking the territory as a focus of development. Therefore, there'sa lack of importance for detection of local players for each productive aglomeration, asthe same as the importance of create associations with themselves for localdevelopment.Vertical Public Politics, serve for project development that give optimum results at theshort time, making easy identify new oportunities or mistakes shown for the differentproductive chains.Finally, with the objetive of looking for the importance of a well handled public politic,El Restrepo neighborhood characterization will be made, identifying its system andlocal development. Also recognizing its strenghts and its asociativity level, in theGustavo Petro's mayoralty period in Bogota
