Resumen

La ley 100 de 1993 dio paso a la creación del sistema de seguridad socialintegral y estableció dos formas de afiliación a dicho sistema, en primera instancia elrégimen contributivo y en segundo lugar al régimen subsidiado. En este documentose describe el esquema y evolución del financiamiento del régimen subsidiado,identificando el flujo de recursos por cada fuente de financiación y contrastándolosempíricamente frente a sus respectivos costos por departamento. Además delanálisis fundamentado en la normatividad y la literatura, así como en las falencias yavances que se evidencian en el régimen, se utiliza como herramienta el análisisestadístico basado en regresiones. En este sentido, se describen algunas relacionesentre las variables de financiamiento y costos observadas para el periodo 2013-2017. Finalmente se identificó un crecimiento constante a lo largo de los años, tantopara los costos como para las fuentes de financiación, y a su vez, que la cantidad deafiliados en el régimen se relaciona inversamente con el valor de la Unidad porCapitación (UPC) visto por departamentos

Law 100 of 1993 gave way to the creation of an integral social security systemand established two forms of affiliation to this system, first, the contributory regimeand, second, the subsidized regime. This document describes the scheme and theevolution of the financing of the subsidized regime, identifying the flow of resourcesfor each funding source and contrasting them empirically with their respective costsby department. In addition to the analysis based on the normativity and literature, aswell as on the shortcomings and advances that are evident in the regime, statisticalanalysis based on regressions is used as a tool. In this sense, some relationshipsbetween the financing variables and observed costs in the period 2013-2017 aredescribed. Finally, a constant growth was identified over the years, both for costsand funding sources and, in turn, the number of affiliates in the regime is inverselyrelated to the value of the Capitation Unit (UPC) seen by departments
