Resumen

La investigación presentada a continuación analiza el panorama de la vinculación financiera de los Fondos de Inversión Colectiva (FIC) y las Pequeñas y Medianas Empresas (PYMES) colombianas, partiendo de la situación en que los FIC no poseen activos diversificados a los que invertir más allá de la oferta tradicional (acciones, bonos, entre otros), como lo menciona la Asociación Nacional de Instituciones Financieras (ANIF) los FIC son vehículos de inversión que necesitan de una gran diversidad de activos financieros para generar los rendimientos necesarios a sus clientes. No obstante, dada restricciones en el marco normativo y la falta de liquidez de algunos activos financieros el portafolio de los FIC se reduce a inversiones en productos básicos carentes de diversificación e innovación (ANIF, 2016).Por otra parte, las PYMES tienen métodos de apalancamiento limitados y comunes, que no permiten un desarrollo eficiente de este agente económico según La Gran Encuesta Pyme (ANIF, 2017), en promedio, solamente el 38,3% de las PYMES solicitan crédito bancario. Cabe resaltar la importancia de que las empresas sean estimuladas y se vean como un medio de desarrollo sostenible para el país, según el Ministerio de Industria, Comercio y Turismo (MinCIT), para el año 2016 las PYMES representan el 38,7% del PIB y el 30,5% del empleo nacional.Además, se hace necesario analizar la estructura legal que rige el mercado financiero, pasando por el decreto 2555 de 2010, la ley 1242 y 1243 de 2013, por parte de los FIC y la ley 590 de 2000, la ley 905 de 2004 y el artículo 43 de la ley 1450 de 2011, por parte de las PYMES. Con esto se podrá ver el marco teórico que rodea la vinculación, iniciando desde la teoría de Markowitz hasta pasar por varias teorías del ámbito empresarial.En este contexto, se hace necesario cumplir con varios objetivos que brinden bases concretas a los vacíos evidenciados, en especial a establecer una herramienta viable para que las PYMES consigan recursos financieros y para que también, los FIC consigan un medio para tener varias opciones de inversión, no solo las opciones convencionales

The research presented below, analyzes the panorama of the financial connection between the Collective Investment Funds (CIF) and the Colombian Small and Medium Enterprises (SMEs), based on the situation in which the CIF do not have diversified assets to invest beyond of the traditional offer (stocks, bonds, among others), as mentioned by the National Association of Financial Institutions (ANIF), the CIF are investment vehicles that need a great diversity of financial assets to generate the necessary returns to their clients. However, given the restrictions in the regulatory framework and the lack of liquidity of some financial assets, the FIC´S portfolio is reduced to investments in basic products lacking in diversification and innovation (ANIF, 2016).On the other hand, SMEs have limited and common leverage methods, which do not allow efficient development of this economic agent. As mentioned in the Great SME Survey of the second semester of 2017, carried out by (ANIF), on average, only 38.3% of SMEs request bank credit. It is important to highlight the importance of companies being stimulated and seen as a means of sustainable development for the country, according to the Ministry of Industry, Trade and Tourism (MinCIT), for 2016 SMEs represent 38.7% of GDP and 30.5% of national employment.In addition, it is necessary to analyze the legal structure that governs the financial market, passing by The Decree 2555 of 2010, The Law 1242 and 1243 of 2013, by the CIF and The Law 590 of 2000, The Law 905 of 2004 and Article 43 of Law 1450 of 2011, on behalf of SMEs. With this it could be possible see the theoretical framework surrounding the connection, starting from the theory of Markowitz to go through various theories of business.In this context, it is necessary to comply with several objectives that provide concrete bases to the gaps evidenced, especially to establish a viable tool for SMEs to obtain financial resources and for also the CIF obtain a means to have several investment options, not just conventional options
