Resumen
Este proyecto tiene como objetivo, seleccionar las alternativas de aprovechamiento y valorización de los residuos peligrosos generados en la Industria Colombiana de Llantas S.A. – Michelín, Planta Chusacá, basado en el marco de la gestión y manejo integral de los mismos, sujeta al carácter obligatorio que surge de la normatividad existente y recientemente expedida por el Ministerio de Ambiente, Vivienda y Desarrollo Territorial y en cumplimiento de las pautas rectoras de la política ambiental para la gestión integral de los residuos peligrosos, resaltando la responsabilidad de los generadores para acogerse a la legislación y procurar la prevención de los impactos ambientales asociados a la inapropiada gestión y manejo de estos residuos generados en sus procesos productivos. El proyecto analiza la viabilidad de alternativas de aprovechamiento y valorización tanto actuales como futuras, con un criterio de selección apropiado desde el punto de vista técnico, económico y ambiental, y así se dan las pautas necesarias para que la industria tenga la posibilidad de aplicarlas e implementarlas. Para el análisis de estas alternativas se tomó en cuenta la experiencia de consultores especializados en el tema y la investigación en BORSI y CNPML mediante entrevistas. Con la elaboración y aplicación de una encuesta para realizar el diagnostico situacional sobre generación y manejo de residuos peligrosos de la industria, se abordó la cuantificación y clasificación a partir del estado, presentación de los residuos y las diferentes etapas de gestión integral. Se establecieron los índices de generación por cada etapa y servicio del proceso, según frecuencias de generación. Igualmente se analizaron y seleccionaron los residuos objeto de aprovechamiento y valorización como también las alternativas mediante matrices de valoración para cada uno de ellos. Finalmente se plantearon indicadores de gestión para determinar las acciones necesarias para la puesta en marcha de un programa, que incluye los lineamientos generales sobre la disminución, aprovechamiento y valorización de los residuos peligrosos.

This main purpose of this project is to select the use and to give value to the alternatives of the hazardous waste generated at The Industria Colombiana de Llantas S.A. - MICHELÍN, Chusacá Plant, based on the mark of the management and integral handling of the country, subject to the obligatory character that was recently sent by the Ministry of Environment, Housing and Territorial Development, and in execution of the environmental politics’ rules for the integral management of the hazardous waste, standing out the responsibility of the generators to execute the laws and trying to prevent the environmental impacts associated to the inappropriate management of those waste generated in its productive processes. The project analyzes the viability of using and valuing alternatives for the present and future, with an appropriate selection from different points of view: technical, economic and environmental, as a result it can be conclude that some rules are needed so that the industry has the possibility to apply and to implement them. For the analysis of these alternatives it was important to take into account the experience of specialized consultants and the investigation of BORSI and CNPML through interviews. With the elaboration and application of a survey to carry out the situational diagnosis about generation and handling of hazardous waste of the industry, it was made a quantification and classification starting from the first state, presentation of the waste and the different stages of integral management. The generation indexes were sett down for each stage and service of the process, according to generation frequencies. Also the wastes were analyzed selected for conclude the alternatives through an evaluation matrix for each one of them. Finally it was purpose of the management indicators to determine the necessary actions of a new program beginning in march that includes the general limits about reducing, using and giving value to the hazardous waste.
