Citizen participation in the construction of guidelines for the public policy of reconciliation, coexistence and non-stigmatization

Resumen

En el presente informe se realiza un análisis de las apreciaciones dadas por participantes de diferentes sectores de la sociedad civil en el encuentro deliberatorio organizado por el Consejo Nacional de Paz en el departamento de Córdoba en octubre de 2019, para la construcción de lineamientos de la “política pública de reconciliación, convivencia y no estigmatización”, ya que es función del Consejo Nacional de Paz realizar la recolección de estos lineamientos, para que el Ministerio del Interior pueda publicar dicha política pública. Para realizar el análisis se inicia por una discusión teórica en los temas de reconciliación, participación, sociedad civil y políticas públicas, para luego hacer un análisis del encuentro por tipo de participantes, y en específico comprender las apreciaciones en temas de justicia, verdad y reparación, confianza y reconstrucción de tejido social y desarrollo económico social, posteriormente se triangulará esta información junto con las iniciativas dadas también desde la sociedad civil en los Planes de Acción para la Transformación Regional – PATR en el marco de los Planes de Desarrollo con Enfoque Territorial – PDET, terminando con unas recomendaciones de cara a la promulgación e implementación de la política pública de reconciliación.

In this report, an analysis will be carried out of the assessments given by participants from different sectors of community in the deliberative meeting organized by the Consejo Nacional de Paz in Córdoba, for the construction of guidelines for the “public policy of reconciliation, coexistence and non-stigmatization”, since it is the function of the Consejo Nacional de Paz to carry out these guidelines, so that the Ministerio del Interior can publish them. To carry out the analysis, it begins with a theoretical discussion on the issues of reconciliation, participation, community and public policies, to then make an analysis of the meeting by type of participants, and specifically understand the appraisals on issues of justice, truth and reparation, trust and reconstruction of the social relationship and social economic development, subsequently this information will be triangulated together with the initiatives also given from civil society in the Action Plans for Regional Transformation - PATR within the framework of the Development Plans with a Territorial Approach - PDET, ending with some recommendations for the promulgation and implementation of the public reconciliation policy.
