Abstract

Economic progress is not comprehensible when its variables are dissociated. In contrast, a maximum balance must be pursued in the articulation of these variables when the conservation of a strategic resource, such as water, which is unquestionably necessary for the sustenance of life on earth and is a key factor in overcoming poverty, is at stake. The present manuscript explored the relationship between water and poverty and interpreted the expansion of hydraulic welfare to be the result of the interaction between access to water and the public investment that facilitates water access. The present study also examined the Colombian Orinoquía region and its variables, such as population, land ownership, and hydraulic supply and demand, as a case study for determining the necessary conditions for secure access to water.
