Resumen
Este documento tiene el objetivo de mostrar un análisis de la estrategia de comedores comunitarios como una política de inclusión social para la sociedad más pobre y vulnerable del Distrito impulsada por la administración distrital del alcalde Luis Eduardo Garzón. De acuerdo con los objetivos planteados por la investigación, se visualizó la relación entre la política social del distrito y los procesos de acción social que se llevan a cabo en el comedor comunitario del bario La Favorita de la Localidad de Los Mártires, con el fin de identificar los procesos de inclusión social que se adelantaban con la población beneficiaria del servicio. En esta investigación se comprende la inclusión social como los mecanismos que utiliza el estado para generar estrategias de intervención necesarias en la superación de la pobreza, también se presenta la inclusión social como la interacción entre individuos que comparten intereses comunes. El diseño metodológico concibe la acción social como el punto de partida de los análisis investigativos, es decir que lo que interesa al estudio es comprender la realidad social, razón por la cual el tipo de investigación es principalmente exploratoria, en la cual se indaga sobre la formulación y operativización de la política de inclusión social del Distrito. Como técnicas e instrumento de recolección de la información se utiliza la encuesta para la realización del diagnóstico inicial y la entrevista semiestructurada individual para la realización de los análisis posteriores. El proceso por el que pasó esta investigación estuvo determinado por tres fases, una primera diagnóstica o de recolección de información, una segunda de sistematización y por último, una fase de análisis y reflexión, sobre la realidad encontrada. Finalmente, en los resultados de la información se incluyen algunas recomendaciones para la formulación de políticas públicas, para la operacionalización de las mismas y para la profesión de Trabajo Social.

This document´s objective is to show an analysis of the strategy used by the Community dining rooms like a policy of social incorporation for the poorest and vulnerable society of the District, stimulated by the Bogota´s administration of the mayor Luis Eduardo Garzón. In the raised aims by the investigation, it was visualized the relation between the social policy of the district and the processes of social action that are carried out in the community dining room of the barium “La Favorita” of the Locality of “Los Mátires”, in order to identify the processes of social incorporation that were going forward with the population beneficiary of the service. In this investigation it is shown the social incorporation as the mechanisms used by the state to generate necessary strategies of intervention in the overcoming of the poverty, also it is presented the social incorporation as the interaction between individuals who share common interests. The methodological design conceives the social action as the point of item of the investigation’s analyses, what is interested to the study is to understand the social reality, reason for which the type of investigation is principally exploratory, in which it is investigated on the formulation and functioning of the politics of social incorporation of the District As technologies and instrument of compilation of the information, it is used the interview for the accomplishment of the initial diagnosis and the semi constructed individual interview, for the accomplishment of the later analyses. The process for which this investigation passed was determined by three phases, the first diagnostic one or of compilation of information, the second of systematizing and finally, the last is a phase of analysis and reflection, on the opposing reality. Finally, in the results of the information some recommendations are included for the formulation of public policies, for the functioning of the same ones and for the profession of Social Work.
