Resumen
Pertenecer a las cadenas globales de valor (CGV) puede ofrecer a los países una serie de oportunidades con impactos positivos sobre el crecimiento económico, diversificación de exportaciones, adquisición de nuevas capacidades tecnológicas y generación de eslabones productivos eficientes. Por esta razón, es importante que Colombia pertenezca de manera activa en esta dinámica para impulsar el desarrollo económico y promover el Know How, principalmente en sectores que generan mayor valor agregado, como el sector Cuero, calzado y marroquinería, ya que este es uno de los sectores de Colombia que presenta diversas vocaciones regionales para el desarrollo que facilitan la generación de procesos de alto valor agregado, innovación y diseño. Con base en lo anterior la presente investigación busca evaluar el papel de las CGV en Colombia como potenciador del desarrollo productivo, particularmente en el sector Cuero, calzado y marroquinería, así mismo hacer una actualización de datos para el periodo de 2001 a 2019. Se utilizaron técnicas cuantitativas y cualitativas para caracterizar el comportamiento de la economía colombiana y su relación con las CGV; lo cual se complementó con el cálculo de los principales índices de inserción en estas, que a su vez permitió un contraste estadístico bajo las técnicas de análisis de clúster y componentes principales; por último, se realizó un análisis mediante entrevistas a expertos y encuestas semiestructuradas a empresas del sector para dar luces sobre los factores de eficiencia de la cadena productiva. Los resultados sugieren que el sector se ha vinculado con las CGV, presentando además ventajas comparativas que han potencializado su desarrollo productivo, sin embargo, el grado de apertura del sector ha sido limitado, siendo afectado no sólo por aspectos coyunturales, sino estructurales, los cuales están asociados a las características de las empresas

Being part of the global chains of value (GVC) can offer to the countries a series of opportunities with positive impacts on the economic growth, diversification of exports, acquisition of new technological capacities and generation of productive efficient links, for this reason it is important that Colombia belongs in an active way in this dynamics to stimulate the economic development and to promote the Know How principally in sectors that generate major added value, like the sector leather, shoe manufacturing and leatherwork, because it is one of the sectors of Colombia that presents diverse regional vocations for the development that facilitate the generation of processes of high added value, innovation and design. Based on the above, this research seeks to evaluate the role of GVCs in Colombia as an enhancer of productive development, particularly in the leather, footwear and leather goods sector, as well as to update the data for the period 2001 to 2019. Quantitative and qualitative techniques were used to characterize the behavior of the Colombian economy and its relationship with the CGV; This was complemented with the calculation of the main indexes of insertion in these, which in turn allowed a statistical contrast under the techniques of cluster analysis and main components; Finally, an analysis was conducted through interviews with experts and structured surveys of companies in the sector to shed light on the efficiency factors of the production chain. The results suggest that the sector has been linked to GVCs, presenting also comparative advantages that have potentiated their productive development, however, the degree of openness of the sector has been limited, being affected not only by circumstantial but structural aspects, which they are associated with the characteristics of the companies
